While the HDF continues to function in areas under the appropriate legal mandates, such as school hygiene, its expansion as a government agency has now been heavily censored, brought to the forefront of the school policy initiatives in China. As of 2013, this government program has essentially eliminated the physical care of the students in a school by establishing the schools’ responsibilities and setting up new, expanded facilities. The new school health (BSH) policy instituted by BSH, in which most of the health-care facilities are provided by state-run health plans, was announced four months after Beijing began its implementation of its health system reform plan of 1989 \[[@pone.0184203.ref004]\]. Due to poor quality, medical care, and technical standards, this policy followed a rather advanced path over the previous school health (BSH) policy set in 1990.
