United State Bureaucrats The United States Bureaucrats (US BIRATS) is a list of British authorities in Turkey, relating to the “sources of information which have passed between the British government and the Ottoman Empire.” Before its formation the Bureaucrats were the bodyguards of the Ottoman Empire.
